Cluster 18 Evaluates the Effectiveness of the Twinning
of Holy Cross and St. Madeline Sophie Parishes

The Cluster 18 Pastoral Plan was accepted by His Eminence on February 26 1999. As part of the first Goal of the Cluster Pastoral Plan which called "to maintain the presence of the Church in nine current parishes," Holy Cross Parish and St. Madeline Sophie Parish were twinned in June 2000. The Plan also called for a formal evaluation of the twinning arrangement for the two parishes in two years.


In Spring 2002, a Twinning Evaluation Committee was formed to carry out the formal evaluation. Throughout the past six months, the Twinning Evaluation Committee has consulted, through a written survey, with the parishioners of each parish, the Parish Pastoral Councils and Parish Finance Councils and the parish priests and parish staff.


At the final meeting of the Twinning Evaluation Commitee, on October 9, 2002, the Committee recommended that the twinning arrangement continue, with some modifications, which call for a review of the Mass schedules and staff functions in each prish, as well as exploring further opportunities for the parishes to collaborate through sharing staff responsibilities. This recommendation will be presented to the combined meeting of the Parish Pastoral Councils and the Parish Finance Councils on November 4, 2002.


It should be noted that the Twinning Evaluation Committee seriously considered/explored the possibility that radical structural changes might be required in the future, but it was determined that this is not necessary at this time. The Twinning Evaluation Committee also recommended that the twinning arrangement for Holy Cross and St. Madeline Sophie Parishes be reviewed again in two years.
