The Plan for Cluster 22 has been accepted by Cardinal Bevilacqua. In a letter to Father John Conway, Vicar for Philadelphia-South, dated March 9, 1998, the Archbishop encouraged implementation of the Plan and offered his observations. His comments included commendation on the Plan's emphasis on evangelization, adult religious education, stewardship, and social services. His Eminence encouraged, on a cluster level, an active promotion of vocations to the priesthood. He also requested that the proposed subcommittee to study the parish schools of the Cluster be convened as soon as possible.

Again, a summary of the Plan is offered below:

1)Form a Cluster Board to ensure the proper implementation of the Plan.

2) Form a regional team from within the Cluster to create RCIA, CCD, Pre-Jordan and Adult Education programs.

3) Concede Mother of Divine Grace and Our Lady Help of Christians parishes to Cluster 16 (Philadelphia-North Vicariate).

4) Responding to the projection of the Office for Clergy on the number of diocesan priests available to Cluster 22 by the year 2000, the following is proposed:

- Twin Immaculate Conception and St. Michael parishes in June, 2000, sharing one priest. "Twinning" is defined as one priest serving two parishes, each of which will retain its parochial and canonical identity.

- Reduce St. Anne Parish from two priests to one in June, 2000.

5)Create cluster-wide evangelization and social service programs.

6)Establish a "system" to coordinate the sharing of resources, programs, facilities, worship, social, educational, and CYO opportunities by means of a cluster-wide resource center.

7) Form a subcommittee to study the need, interest, and support to establish the position of Development Director for Cluster 22.

8) Form a team to coordinate an annual "International Cluster Festival".

9) Publish a Cluster 22 Newsletter in various languages.

10) Form a subcommittee to make recommendations to ensure the educational, financial and evangelical stability of the schools of Cluster 22.
