Statement regarding the Implementation of the USCCB Charter

Over the past year, the Archdiocese has been diligently reviewing
and studying the United States Bishops' Charter, the Essential
Norms, as well as the recommendations received in January 2003
from the Commission on the Protection of Children and Clerical
Conduct, chaired by Helen Alvaré. Today, through The Catholic
Standard and Times, I am reporting to all the faithful of the Archdiocese
steps which are being taken to implement the Bishops' Charter,
the Essential Norms and the Alvaré Commission Report. While
the work of implementation will and must continue, the policies
and procedures announced today are critical steps in revising and
strengthening the Archdiocese's commitment to the protection of
children and young people. Everything that we are doing is directed
to ensure that protection, as well as the restoration of trust
and confidence in the Church.
A number of the policies and procedures reported today have been
operational for some time. Others are taking effect today. In every
case, they strengthen the ongoing efforts of the Archdiocese to do
everything possible to prevent future sexual abuse of minors and
to offer pastoral assistance to victims of such abuse. It is important
to note that these policies and procedures affect all those who work
with children and young people within the archdiocesan structure
including: priests, deacons, religious, pastoral ministers, administrators,
staff and volunteers. I am confident of the sensitive and full cooperation
of all our priests, deacons, religious and lay faithful to fulfill
these policies and procedures for the good of our children, our people
and the Church.
In this very difficult period of time in the history of the Catholic
Church in the United States, I renew to those who have suffered sexual
abuse my sincere apologies as well as my assurance of compassion
and personal prayers. The Church will continue to reach out to them
in their needs.
I also publicly express my deep felt gratitude to all the faithful
priests in the Archdiocese who have been and remain devoted to their
priestly duties, to the pastoral care of their people, both young
and old, as well as to the welfare of the Church. May all of us,
priests, deacons, religious and laity, continue to work together
as members of the Body of Christ for the protection of children and
young people as well as for the growth of each of us in holiness.
